Background

The LPFC was created through passage of Act 902 in the 2004 Regular Session of the Louisiana Legislature, as formalized in LA RS 34:1121 et. seq. On January 1, 2005, the LPFC assumed the exclusive authority to establish and set the rates and fees charged by commissioned river pilots operating within navigable state waters; specifically, the Mississippi and Calacasieu rivers.

 

 This entity is funded solely through a surcharge imposed upon vessels that require pilotage services while operating in the Mississippi and Calcasieu rivers. It maintains one office in Baton Rouge with a staff consisting of the Administrator, Larry E. McNutt Jr., and Office Manager, Karen Landry Juban.
